Choose Support for the Change You Need
Organizational development, training, coaching and technical assistance describe different ways of helping people and organizations improve. Providers may combine them or use the labels differently. Ask what the proposed work will change, how it will do so and who will retain the decisions. The name of an intervention does not establish that it fits the problem.
INTRAC's OD approach emphasizes interconnected organizational and human change, context and client agency. The UK Consultancy Playbook and its knowledge-and-skills guidance, September 2022, distinguish choosing support from planning usable transfer. These references inform this original comparison. UK government commissioning arrangements are not rules for every NGO.
Compare Four Fictional Briefs for One Service
An invented NGO's support requests wait at the decision stage. Preparation staff process twenty complete requests weekly, but the current approver has eight allocated decision slots. The NGO is considering outside support. No actual contract, employment decision or new spending authority is supplied.
| Proposed Brief | Main Mechanism in This Example | Useful When | What It Cannot Promise |
|---|---|---|---|
| Organizational development support | Help the organization examine linked priorities, roles, routines, relationships and incentives, then own a sequenced change | The queue reflects conflicting priorities and unclear authority across teams | A workshop or outside recommendation cannot settle governance powers, remove resource constraints or guarantee sustained change |
| Training | Explain and practice a defined task, with feedback and a check of application | Staff lack a specific skill needed for the actual process | Faster preparation does not create more authorized decision slots; attendance does not prove changed performance |
| Coaching | A structured supportive conversation helps a person examine goals, assumptions, options and their own action | A manager needs to improve how they frame and follow through a scheduling conversation | The coach does not acquire the manager's authority or supply missing legal, clinical or technical expertise |
| Technical assistance | Provide targeted specialist analysis, advice or implementation support for a defined problem | The team needs help reconciling queue data or designing a practical tracking method | A useful tool cannot by itself change incentives, decisions or the organization that must maintain it |
These are working distinctions for the exercise, not a protected professional taxonomy. A training assignment may include coaching, and technical assistance may contribute to OD. Compare actual deliverables and boundaries rather than reject a useful combination because its label overlaps.
Read the Brief for Its Causal Assumption
"Train clerks to work faster" assumes preparation is constraining output. In the supplied packet, twenty prepared cases already reach a stage with eight decision slots. The brief's mechanism does not address that constraint. It should change or be supported by different evidence.
"Provide a queue dashboard" assumes visibility is the missing ingredient. It may help show the opening queue and stage dates, but cannot make an unavailable approver available. Ask who will keep the data useful and what decision will change when the dashboard shows a delay.
"Coach the operations manager" could support a better conversation about priorities. It is not a substitute for the actual authority source or a decision by someone able to allocate time. "Run an OD process" may examine those wider arrangements, but still needs a bounded purpose, participant time and a sponsor able to consider the findings.
Reconsider When the Facts Differ
If a later check finds that new staff repeatedly misunderstand an essential field, focused training and practice become relevant. If the process is clear but people are rewarded only for volume, changing incentives or quality review may matter. If a specialist technical issue is unresolved, obtain qualified support rather than asking a general facilitator to pronounce on it.
An effective combination might begin with process diagnosis, agree one feasible management change, then use targeted training for the revised task. That is a conditional sequence, not a universal ranking of OD above training.
Agree What Will Remain After Support Ends
For each brief, name the internal decision owner, staff participation, outputs, support needed, actual restrictions and how the organization will continue the work. A consultant's completed report is an output. Staff use of an agreed process and its effect on service require separate checks over time.
Use the organizational profile to identify relevant existing assets, and the board-role guidance to check actual authority. No adviser title, learning certificate or attractive method supplies organizational consent, professional clearance or permission to override controlling requirements.
