Input, Output and Who Does It
The partners bring existing terms, actual decision limits and approved separate reporting routes. Produce an agreed operational issue/decision process and unresolved formal questions. Do not impose an escalation ladder, mediator or deadline; actual agreements and applicable duties govern. A cost dispute is no basis to bargain away a safety or protected-report concern.
Steps
- From the actual agreement, find existing discussion/change/dispute terms. Output: exact locators and gaps, without drafting new binding clauses here.
- From the shared work, identify ordinary operational differences the route can address. Output: bounded scope and questions for consequential issues outside it.
- From both parties' information needs, define the issue/decision record. Output: date raised, issue, each view, requested decision, actual decision owner, decision/reason, follow-up owner/date and acknowledgment.
- From real delegations and availability, agree owners and follow-up arrangements together. Output: confirmed roles/dates where held, proposed or unresolved elsewhere.
- From verified existing policies, identify separate complaints, safety, misconduct and protected-report routes. Output: references/owners, without sensitive case details in this operational log.
The sequence and record fields are OpenAid practice. Discussion does not grant a coordinator authority to change finance or contract duties.
Fictional Worked Record
HLN and KCT have a supplied clause: coordinators discuss operational differences and record them. On day 12, they log an unassigned signage cost of 140 USD. Both choose a follow-up meeting on day 19:12 +7 =19. That is their fictional choice, not a required seven-day standard.
| Field | Supplied state or next question |
|---|---|
| Issue/date | Signage 140 USD unassigned; day 12 |
| Each side's view | Cost allocation not agreed; obtain each exact statement rather than invent it |
| Requested decision | Who bears the cost under actual terms/authority? |
| Decision owner | Coordinators address operational question; each actual authorized finance role addresses cost/payment authority |
| Decision/reason | PENDING; no sharing decision supplied |
| Follow-up | Partners' chosen meeting day 19; follow-up keeper confirmation NOT SUPPLIED |
| Acknowledgment | Meeting choice supplied; no consent to cost sharing inferred |
Equal sharing would be 140 /2 =70 USD each if both authorized it. It is only a proposed illustration, not an approved obligation or permission to deduct 70 from a payment.
Exception: Withholding and Separate Routes
KCT proposes pausing the next payment until the signage issue is settled. No supplied term grants that power and HLN finance has not been consulted. Do not apply the pause; route the question through actual terms and delegated finance authority. An ordinary dispute log does not create a withholding right.
A separate fictional marker says a participant has a class-schedule complaint. Refer it to the delivering organization's actual complaint route, rather than recording identifying details in the partner cost log. Safety, misconduct or protected-report concerns likewise follow applicable responsible routes promptly; do not make their handling conditional on a cost settlement. A matter may need more than one route. Seek actual policy/legal guidance where protection or reporting duties are unclear; AI determines neither.
Human Boundary and Links
The partners' genuinely delegated roles decide within actual limits; the keeper records. Retain proposals, decisions and acknowledgments separately. Never paste real allegations, identities or sensitive evidence into an external AI or this shared operational log. The routing reference explains distinct purposes; the agreement discussion carries formal questions for review.
Sources and Scope
ACFID 5.2.1's undated Australian membership guidance supports discussed dispute processes. Tool 10 (January 3, 2011), CC 34 (March 7, 2024), decision guidance (November 2, 2020) and CC 26 (September 16, 2026),England/Wales, inform agreement questions, separate parties, records and risk. They prescribe neither this sequence nor a mediator/deadline, and grant no universal withholding authority. All case facts are invented; checked November 1, 2026.
