Exchange Alternative Capacity Evidence Without Losing the Underlying Requirement

Same learning purpose and worked exchange from recipient and reviewer perspectives: clarify the requirement, permitted evidence, confidentiality, credible alternatives, remaining gap and actual acceptance authority. Preserve both perspectives and reconcile the older unselected option before production.

Start With the Question Behind the Document Request

A funder may need confidence in a partner's ability to manage a particular activity. A recipient may have credible evidence in a form different from the funder's usual checklist. Clarify the underlying requirement and the permitted evidence before either side treats the disagreement as refusal or acceptance.

This single original fictional exchange preserves both perspectives: the recipient explains what it can demonstrate, and the reviewer tests relevance, confidentiality and authority. It does not waive any real mandatory document or certify the partner.

The Fictional Request and Constraint

An intermediary asks a small prospective partner for audited accounts to help assess controls over purchasing. The partner has no audit report for the period. It has a current ledger, a board-reviewed financial summary and selected purchase records. Its file also contains confidential pay and bank information that should not be copied into a general application package.

The reviewer must first establish whether audited accounts are an actual eligibility/legal/upstream requirement or the reviewer's customary evidence choice. If mandatory, the reviewer cannot decide that a ledger is equivalent. In this exercise, the qualified agreement/finance owners confirm that no supplied mandatory audit requirement applies to this operational-control question and that alternative evidence may be assessed. This is an explicit fictional fact, not an assumption about real grants.

Work Through Both Sides of the Exchange

StageRecipient's ContributionReviewer's Responsibility
ClarifyWe cannot provide the requested audit. Which requirement and decision must it answer?Explain the actual question: whether purchases have an authorized approval, checked receipt and independent payment review
ProposeWe can show the current roles, board summary and a permitted sample of redacted purchase trailsCheck whether those records cover the relevant work, period and control; do not confuse them with audited statements
ProtectSome originals contain sensitive pay/bank details; suggest authorized restricted inspection where necessaryConfirm necessity, safe access and permitted retention with the appropriate owners; do not require public uploading
TestWalk through what happens when the usual approver is absentLook for actual operation, not only a policy. Identify any unsupported claim or missing independence
DecideRecord what remains unresolved and what support would be workableThe authorized role accepts or rejects the evidence for this specific purpose and states the limit; review is not award approval

A Consequential Finding and a Bounded Outcome

The sample reveals that independent payment review is documented during normal staffing but not during absence. The reviewer records a real uncovered scenario, not a conclusion that the group is generally dishonest. The recipient proposes a named authorized backup and a rehearsal using fictional transactions.

In the exercise, the authorized reviewer accepts the alternative package for the limited purchasing-control assessment, conditional on verifying the backup process before funds are exposed to that gap. It records that no audit opinion was provided and that financial-statement assurance remains outside this check. The grant decision owner must still decide the award and all other required questions. If the backup cannot operate, a new policy signature alone does not satisfy the condition.

Carry the Learning Into a Real Review

Record the requirement/source, permitted alternatives, evidence/period, confidentiality arrangement, reviewer/competence, finding, remaining gap, actual acceptance authority and next trigger. Explain why an alternative is sufficient for the specific question, rather than declaring it equivalent in every respect.

If a compulsory document is missing, seek the authorized route for clarification, deferral or another legitimate option; do not rename the gap resolved. If an unnecessary routine request creates burden, change the request rather than lower the substantive assurance. Use missing evidence versus adverse evidence and proportionate diligence as the broader context.

Source and Scope

UNDP's capacity methodology links a November 2008 guide; section I distinguishes existing and needed capabilities. The landing page is dated November 2015. This historical framework is not audit assurance or a current grant rule. The exchange and acceptance outcome here are fictional and require actual qualified authority in practice.
