Write the Decision Before the Questions
An education assessment needs a decision owner, not just a questionnaire. State what the findings could change, which authority can make that change and when an answer is needed. Coordination should help the team reuse information, hear missing perspectives and avoid asking families the same questions repeatedly.
The general assessment analysis plan explains how to connect questions and evidence. This tutorial adds the education-specific coordination, learner safeguards and handoffs needed for a bounded service decision. It does not prescribe a national assessment mandate.
Agree a Fictional Planning Question
In the invented Riverbend case, a temporary learning service wants to decide whether to change access arrangements for next month's classes. Its register lists 48 learners; 32 were present on one Tuesday. A small caregiver discussion raises travel, care-time and language concerns, and a teacher reports an entrance and print-format problem. These are signals from limited sources, not established explanations for all absence.
The service asks the fictional district education focal role to help agree a short assessment brief. The focal role's powers in this exercise are explicitly limited: coordinate the assessment request and receive its findings. A separate authorized education decision role must approve service changes. No real authority, policy, named official or active coordination body is represented.
Map Responsibilities Before Fieldwork
| Role in the Exercise | Contribution to Agree | Limit to Preserve |
|---|---|---|
| Education focal role and relevant coordination mechanism | Confirm the planning question, other assessments and appropriate local standards or tools | Attendance at a coordination meeting is not permission to access every agency's data or change the curriculum. |
| Service record owner | Check register definitions, dates, changes and permitted aggregate summaries | Individual learner records stay in their approved system. |
| Teachers and relevant learner representatives | Explain lesson demands, existing support and ways to examine material use | Teacher interpretation does not substitute for hearing learners safely. |
| Safeguarding and child-protection roles | Agree participation, consent/assent, trained staff, safe concern handling and any necessary referral boundaries | A general assessment is not a protection investigation or counseling service. |
| Access, language and community colleagues | Plan usable formats, interpretation and routes to underrepresented groups | Do not assume one community representative speaks for everyone. |
| Facility, transport and finance owners | Check feasibility, costs and authority for proposed options | A proposed route, room or budget is not an operating service. |
Actual roles can differ. Establish who is active locally and who can decide; do not assign an agency universal leadership merely because it appears in a global resource.
A Complete Fictional Assessment Brief
Decision and timing: advise the authorized education role before next month's timetable is finalized. Compare keeping current arrangements, correcting a verified access problem, and preparing a more substantial response if supported. Preserve urgent safeguarding action through its existing procedure rather than wait for the whole assessment.
Scope: registration access, the learner journey, physical entry, lesson language/material use and schedule constraints at this service. Include people not on the register where safe and relevant. The assessment will not estimate the area's total out-of-school population, measure learning gains or determine clinical needs.
Existing information: the record owner checks current register changes and permitted attendance summaries; the focal role checks whether an existing local assessment or accessibility review answers part of the question. Examine original coverage and collection dates. A bulletin repeating the same register is not an independent source.
Remaining questions and methods: establish whether travel cost or timing is a material constraint for particular groups; whether the entrance route is usable; and which lesson features learners cannot use. Trained colleagues propose safe, accessible observation and age-appropriate consultation. The final participant approach and recruitment plan require the actual safeguarding and methodological owners. Do not select only current attendees and claim to represent people unable to attend.
Analysis: organize evidence by barrier and stage. Keep reports, observations and qualified findings separate. Compare contrary accounts and record groups not heard. Ask whether each option addresses the supported barrier and what other resources it requires. Do not assign percentages to voluntary discussion findings.
Outputs and decisions: produce a concise finding/option/uncertainty table with dated sources, ownership and conditions. Restricted evidence remains separate. The authorized education role records the decision; the liaison role shares an accessible summary and a correction route with those affected under the agreed process.
Resources and change triggers: identify staff time, interpretation, accessible participation, transport for the assessment where appropriate, safe data handling and specialist advice before committing to methods. Review the brief if the service moves, risks change, existing evidence is corrected or a proposed claim exceeds the original scope.
Resolve a Coordination Exception
Suppose another organization has a recent household assessment. Reuse is possible only if its question, group, time period and permissions fit. If it covers a different district or cannot be safely shared, keep that limitation and agree a targeted gap check. A request for a raw dataset is not authorization to receive it.
If the education focal role cannot secure a needed decision or technical contribution, record that dependency and revise the timetable or scope with the authorized owner. Do not quietly describe an NGO-only discussion as a joint authority-led assessment. Likewise, a signed brief does not establish that every learner was heard or that fieldwork is safe today.
Source and Scope
INEE Standard 4: Assessment, 2024 edition, Guidance Notes 2, 4, 6 and 9-10, informs coordination, evidence reuse and safe participation. This brief is an original fictional planning record. Use the education source page for reference selection and the barrier inquiry for the distinct service analysis. Actual local procedures, permissions and specialist judgments remain unresolved until their responsible owners verify them.
