What You Will End Up With
A dated review record showing supported changes, exceptions and a routed bank-detail change. You review a supplied extract; you do not access or edit a live supplier system.
Before You Start
Obtain the change-log extract, original requests, actual approvals and role/delegation list for the review period. Keep supplier identities and bank details in approved internal records. A shared report can use record references without copying sensitive fields.
The fictional policy POL-SM1 below requires different editors and approvers and an independent reviewer. Delegation DEL-FM1 gives the finance manager actual authority, during this period, to decide holds and corrective action. These are supplied case rules, not powers inferred from a job title.
Steps
- List each change with supplier reference, field category, date and request locator.
- Match it to authorized request and approval evidence; mark absent evidence explicitly.
- Compare editor and approver identities against the applicable rule, and confirm reviewer independence.
- Classify supported, exception or separately routed; record reasons without making a fraud finding.
- Route bank-detail changes through the existing callback guide, with their status still unresolved until that process provides evidence.
- Hand the exception list and source locators to the delegated owner, recording the decision separately from subsequent correction and recheck.
Fictional Review Table
Amounts are invented USD exposures supplied for triage, not losses, amounts owed or proposed payments.
| Record | Supplied change evidence | Classification | Exposure |
|---|---|---|---|
| S101 | Terms 30 to 45 days; CR11, clerk A edited, finance manager approved | Supported | 600 |
| S102 | Legal-name change; request absent | Exception: missing request | 1,200 |
| S103 | Tax flag; CR13, same editor and approver | Exception: POL-SM1 role conflict | 800 |
| S104 | Address; CR14, clerk A edited, finance manager approved | Supported | 300 |
| S105 | New supplier; onboarding evidence absent | Exception: missing onboarding | 2,500 |
| S106 | Bank details; separate callback route required | Routed, not cleared | 700 |
There are two supported rows, three exceptions and one routed row: six in total. Supported exposure is 600 + 300 = 900; exception exposure is 1,200 + 800 + 2,500 = 4,500; routed exposure is 700. Together they equal 6,100. Adding these figures establishes review coverage, not financial harm.
Exceptions and Who Decides
For S102, request the actual change authorization. For S103, preserve the role conflict and seek a decision under POL-SM1. For S105, locate the onboarding evidence or retain the gap. The records owner logs and supplies evidence; the finance manager decides holds or correction under DEL-FM1. The reviewer cannot authorize a change by marking it reviewed. Missing evidence stays unresolved; do not reconstruct approvals after the fact as though they existed earlier.
Boundaries
This review does not verify bank-change provenance, decide tax treatment or establish that a supplier is fraudulent. A stored contact or approved historical record alone does not establish current contact integrity. Keep actual decisions, edits and subsequent review as distinct events.
Sources and Scope
Undated Australian Fraud Prevention Centre and ACNC guidance inform controlled changes and financial delegations; Oregon DOJ's undated recommendations, CC8 (November 27, 2024, England and Wales) and OSCR (July 23, 2026, Scotland) inform separate roles. HMRC's July 27, 2026 UK VAT payables-adjustment audit trail is an explicit editorial analogy to this change review, not a prescribed supplier-master procedure. No source supplies POL-SM1, DEL-FM1 or these exposures. Checked November 1, 2026.
