Specify the Need Before Choosing a Supplier

A purchase specification gives suppliers the same clear problem and gives the receiving team something it can actually check. It separates minimum requirements from preferences and explains how offers will be assessed. A brand name, a broad adjective such as durable or an unexplained certificate is not enough.

Use the organization's actual purchasing policy, applicable duties and authority route before requesting offers. This guide supplies no universal quotation count, purchasing threshold or right to commit funds. The existing procurement policy draft helps define those organization-specific choices.

Replace a Flawed Specification

Fictional teaching case: a two-person NGO office needs 40 lidded boxes for dry, non-sensitive training kits. Staff have a sample kit and measured shelves. The boxes are needed at the named office within ten calendar days after order. The exercise concerns ordinary storage, not food, medicine, dangerous goods, waterproof protection or secure personal-record storage.

Flawed request: Supply 40 best-quality storage boxes like the manager's preferred brand, eco-friendly, as soon as possible. This leaves fit, lid supply, delivery, price comparison and environmental claims untestable. It may also favor a supplier without showing why the named product is necessary.

Corrected request: Supply 40 new reusable lidded boxes for the supplied dry teaching-kit sample. Each must hold the sample flat without bending its contents. The sample's footprint is 38 × 28 cm and its packed height is 22 cm. The closed box must fit the measured shelf opening of 50 × 40 × 35 cm; demonstrate both fit tests with the proposed model. Supply a matching lid for every box. The surfaces must permit routine cleaning using our stated cleaning method, with no sharp edges encountered in the agreed inspection. Explain material, care limits, replacement-lid availability and the basis for any environmental claim. Delivery of all 40 complete boxes to the named office is required within ten calendar days after the order date, on the access hours supplied to bidders. Quote goods, delivery, applicable taxes and any other charges separately in the requested currency.

These dimensions and tests are fictional requirements for this case, not a universal product standard. A box fitting the shelf empty must also fit when closed and loaded as intended. Ask a competent workplace owner to confirm handling and storage arrangements; this specification makes no safe lifting or stacking certification.

Make Evaluation and Acceptance Explicit

PointBefore AwardAt Delivery
Kit and shelf fitInspect the exact offered model against the supplied sample and shelf dimensionsCheck delivered model and repeat the agreed fit check
Complete setConfirm 40 matching bodies and lids in the offerCount bodies and lids; record shortages and damage
Practical useInclude staff who will open, move and clean the boxes; check any access needsCheck the agreed usability points and supplied care information
TimingObtain a dated delivery commitment and identify stock assumptionsCompare actual arrival with the order; record partial delivery
MaintenanceObtain spare-lid price, availability and compatibility informationRetain model identification and care/spares details
Environmental statementsAsk what the claim means and what supports itCheck the supplied model matches the documented claim

State whether the sample test is a pass/fail minimum and which further criteria rank compliant offers. Communicate material clarifications consistently to competing suppliers. Do not add a new preferred feature after seeing who wins. If the requirement changes, the purchasing owner decides how to reopen or clarify the process fairly under the applicable rules.

Keep the Blank Structure Usable

For another purchase, write: purpose and users; quantity/unit; essential function; operating environment; fit/accessibility needs; minimum evidence and test; delivery place/window; maintenance/spares; relevant sustainability requirements; price breakdown; evaluation method; acceptance owner; unresolved questions. Replace each with actual facts rather than copying the box measurements.

For specialist goods or services, get the relevant technical owner to set appropriate safety, performance and regulatory requirements. Asking for every possible certification may exclude useful suppliers without improving fitness. Asking for none may miss a consequential risk. Explain the reason and evidence for each requirement.

Compare the Whole Offer Next

A compliant sample does not prove stock exists or that all 40 units will arrive on time. Carry these remaining checks into the three-offer comparison. Keep the actual order and agreed acceptance terms available to the person receiving the goods. A later receipt mismatch must be recorded against those terms, not a newly invented standard.

Sources and Scope

UNICEF's sustainable procurement procedure, effective August 21, 2023, paragraphs 12.1-12.4, addresses clear requirements and their assessment. The filename's 2025 label is not its stated effective date. UNICEF's supplier page, Policies and Requirements, describes fairness and competition. These are UNICEF-specific sources, not rules binding every NGO. The box request and acceptance design are original fictional practice, not UNICEF product specifications.
