The Practical Check
Read what each record row establishes: a proposal, a deferred decision or an authorized agreement. Acknowledging the record does not settle its open dependencies. Objective: name the unresolved decision and owner before a proposed timetable becomes a promise. These evidence labels do not decide the legal effect of an actual meeting record.
Your Starting Facts
Fictional Riverbend Skills Trust and Northfield Hall Association record: R1 PROPOSED Riverbend circulates a room-setup checklist draft; Northfield "noted". R2 DEFERRED who pays evening heating/cleaning; Northfield committee must decide. R3 AGREED Northfield coordinator, explicitly authorized by supplied delegation for this booking, agrees 6 Saturday sessions of 3 hours. Four evening sessions of 2 hours are also planned; no permission clearing R2 is supplied.
Worked Example
R2 remains the unresolved cost decision. R1 is only a draft proposal and "noted" supplies no approval. R3 has explicit booking authority and supplies 18 Saturday hours; it does not decide evening costs. Evening plans add 8 hours, making 26 planned hours in total, of which 8 depend on R2. Do not present all 26 as confirmed. Northfield committee must decide its cost question; actual authority and any further readiness requirements still control scheduling.

New fictional record: authorized access owner confirms 5 daytime room slots of 2 hours. Three evening slots of 2 hours depend on an unresolved key-holder decision. How many hours can be described as access-confirmed?
Work Product: 10 daytime hours have that evidence;6 evening hours remain conditional, total 16 planned. Name the actual key-access decision owner; it is NOT SUPPLIED, rather than assuming a coordinator has the power. Source scope: England/Wales decision guidance (November 2, 2020), CC 26 (September 16, 2026) and CC 34 (March 7, 2024) address decisions, risk and separate collaborating organizations. Tool 10 (January 3, 2011) is a checklist, not definitive agreement. ACFID 5.2.1 is undated Australian membership guidance on agreed partnership processes. All checked November 1, 2026. This record and feedback are OpenAid design.
