Read Cash, Funds and Financial Performance

Read an annotated fictional accrual pack that reconciles cash, unpaid costs and restricted funds without treating a surplus as spending permission.

Read the Basis Before the Balance

Management accounts explain a period and a financial position under stated accounting choices. A bank balance measures cash at a date. Restricted funds describe resources subject to particular purposes or conditions. None alone establishes service quality, spending authority or solvency.

Use the existing cash-flow forecast for timing and the budget comparison for matching expenses. This explanation adds a small reconciled accrual pack, not another cash-only table.

An Annotated Fictional Reporting Pack

All amounts are invented USD for October 2026. The simplified pack uses accrual accounting: expenses include goods/services received in October even if unpaid. Assume all 8,000 of income meets the exercise's recognition conditions in October and is received in cash. There are no receivables, fixed assets, loans, transfers between funds, exchange differences or other liabilities. Real grant conditions and applicable accounting rules need qualified interpretation.

Period Income and ExpenditureRestrictedUnrestrictedTotal
Income recognized and received5,0003,0008,000
October expenses4,0003,0007,000
Period surplus1,00001,000

The surplus is 8,000 - 7,000 = 1,000. Its restricted component cannot be relabeled free cash. Performance here means financial performance on the stated basis, not program effectiveness.

Cash MovementRestricted SubsetUnrestricted SubsetTotal
Opening cash6,0004,00010,000
Cash received5,0003,0008,000
Cash paid3,0003,0006,000
Closing cash8,0004,00012,000

The restricted and unrestricted columns are allocated subsets of one total cash position, not additional receipts. Total cash rises by 2,000: 10,000 + 8,000 - 6,000 = 12,000. It rises more than the surplus because 1,000 of October restricted expense remains payable.

Reconcile Funds and Obligations

Opening funds are 10,000, all cash and no liabilities under the assumptions. Add the 1,000 surplus to obtain closing funds of 11,000. Independently, closing assets of 12,000 cash minus 1,000 payable also equal 11,000. Restricted funds are 6,000 + 5,000 - 4,000 = 7,000; unrestricted funds remain 4,000.

Restricted cash is 8,000 while restricted funds are 7,000 because the related unpaid obligation is 1,000. These figures are different views of the same situation. The 4,000 unrestricted balance is not automatically a reserve or permission to spend: existing commitments and other applicable constraints still need examination.

Ask the Question the Pack Cannot Answer

The payable exists in October; its actual payment date is unresolved. Finance must confirm that date, the restriction and available cash before updating the forecast. If the 5,000 receipt were an advance whose recognition conditions were unmet, this invented income statement would no longer apply. A cash receipt cannot settle that accounting question.

The useful review note names the period, basis, cutoff, reconciliation, unpaid item and responsible finance owner. Read reserves versus bank cash before treating the closing amount as resilience. An audit or review label does not turn this pack into evidence of effective operations.
