Match the Assurance Work to the Question
"Reviewed" and "audited" are not interchangeable labels. Ask who performed the work, what records and period it covered, which framework applied, what conclusion was given and which limitations or exceptions remain. A financial scrutiny report cannot establish every aspect of operational effectiveness.
This comparison uses charity accounting in England and Wales as an explicit jurisdictional example. It does not determine whether your organization must obtain an audit or examination. Rules, governing documents and agreements can require particular work; other jurisdictions differ.
Compare Three Questions
| Work | Main Question in This Context | What the Reader Must Not Infer |
|---|---|---|
| Statutory external audit | What professional opinion does the statutory auditor give on whether the accounts present a true and fair view under the applicable framework? | A guarantee of no fraud, flawless controls, lawful every-day operations or effective services |
| Independent examination | Does the examiner have reasonable cause to identify the specified material accounting-record/accounts problems or other reportable concerns? | A true-and-fair audit opinion or a lighter-named equivalent of an audit |
| Internal process review | Did specified controls operate as intended in the defined scope, and what needs attention? | That a routine internal check fulfills a required external scrutiny engagement |
An internal audit is a more specific function than any exercise called an internal review. Its independence, competence, remit and reporting arrangements need deliberate design. A staff member checking one file should not relabel that task an internal audit.
Apply the Distinction to a Fictional Request
An invented trustee group receives management accounts showing an unexplained supplier balance. Its immediate question is whether invoices, payments and approvals were recorded correctly. A scoped internal review can trace that process and identify corrections. It does not settle the separate question of legally required year-end scrutiny.
The trustees also receive an independent examination report. They read its actual period, conclusion and concerns rather than announcing that all operations are certified. If a grant agreement requires an audit, the existence of an examination does not satisfy that obligation merely because both involve an independent person. The authorized owner must verify the agreement and obtain appropriate professional advice.
Check Current Requirements Rather Than Copying Thresholds
The Charity Commission's CC31 page, updated September 16, 2026, expressly warns that its displayed thresholds concern financial years ending before September 30, 2026 and directs readers to changed figures for later years. This page therefore gives no threshold or eligibility verdict. Establish legal form, financial year, current requirements, governing document and contractual conditions with a qualified accountant before appointing anyone.
A report can be entirely appropriate to one question and insufficient for another. If the concern is an urgent suspected misuse of funds, do not wait for a routine annual engagement or treat a previously clear report as reassurance about a later event. Use the responsible escalation and preservation process.
The useful output is a clear request: "We need this question addressed for this period under these applicable requirements; confirm your scope, independence, competence, evidence access, reporting and limitations." Read control purposes and management-account meanings before interpreting a conclusion.

CC8, November 2024, section 11, distinguishes internal and statutory audit. CC31, September 2026, What This Guidance Is About and Understand What Is Involved, defines examination scope and the current threshold warning.
