Establish the Urgency and the Authority Separately
A need can be urgent without giving its requester authority to bypass the purchasing process. Identify the consequence of delay, consider workable alternatives, and obtain the decision from the actual unconflicted authority. An exception record should explain the risk accepted and how it will be checked; it should not turn an avoidable planning problem into a fictional emergency.
This original practice case applies the procurement policy draft in a two-person office. The organization must set its real methods, duties and approval routes. This page supplies no universal emergency threshold, quotation count, retrospective waiver or permission to override an external duty.
A Small Need Inside a Larger Purchase
Fictional case: an NGO is sourcing 40 storage boxes under the common specification. The planned delivery deadline is ten calendar days. A venue change now requires ten boxes by day 3 for non-sensitive teaching kits; the remaining 30 are still needed by day 10. A late box delivery would inconvenience storage and setup, but the case supplies no immediate threat to life or basis for calling it a life-saving purchase.
An urgent supplier offers all 40 boxes immediately for 1,100 USD delivered and tax-inclusive. The normal feasible offer is 880 USD delivered and tax-inclusive by day 9. The office can instead borrow ten suitable empty crates for the early session and return them after its normal order arrives; transport and return together cost 20 USD. Suitability, lender permission and availability are confirmed in the fictional record. All figures are teaching assumptions.
Compare the Alternatives Before Requesting a Waiver
| Option | Cost in This Exercise | Consequence or Open Check |
|---|---|---|
| Accelerate the whole order | 1,100 USD | Meets day 3; verify exact model, stock, authority and conflicts; costs 220 more than normal purchase |
| Borrow ten crates, retain normal sourcing | 880 + 20 = 900 USD | Serves the early need while preserving the normal decision process; record custody, return and fit |
| Delay the session | Cost effect not supplied | Program owner decides whether postponement is feasible and what it affects |
Borrowing plus normal purchase is 200 USD below the urgent whole-order quote. This is not a complete welfare valuation: staff time and consequences not supplied remain unpriced. Do not claim a verified saving until the actual commitments and use are known. Check that the borrowing arrangement itself is permitted and appropriately approved; calling it a loan does not remove responsibility for loss or damage.
The exercise's buyer recommends the borrowing option if those conditions remain true. The decision may avoid the proposed purchase-method exception entirely. Separating immediate need from the full quantity is legitimate needs analysis; splitting related orders to evade approval or method rules is not.
Handle the Conflict in the Two-Person Team
The requester discloses that a close relative works for the urgent supplier. The office's other staff member is the buyer and also normally checks receipts. Neither disclosure nor having two staff automatically resolves the conflict or incompatible duties.
The policy's named unconflicted authority reviews the relationship and sets participation restrictions before the supplier decision. In this fictional policy, a remote finance trustee may check the offers, budget, proposed exception and conflict handling before commitment, but the trustee's actual delegated limit still must cover the transaction. Record that authority reference. The buyer cannot appoint a friend as an approver or assume every trustee can bind the organization.
For the normal purchase, the remote reviewer checks the commitment evidence and later the independent receipt/invoice record. If no required unconflicted authority can be reached, use the real escalation route and communicate the consequence of delay. Do not invent permission because the need is close.
A Filled Exception Decision Record
| Field | Fictional Entry |
|---|---|
| Request and need | EX-01: requester proposes urgent sourcing of 40 boxes; only ten needed by day 3 |
| Rule affected | Proposed departure from the organization's normal sourcing method; actual policy clause must be cited in real use |
| Alternatives | 1,100 USD accelerated order; 900 USD borrowing plus normal purchase; postponement with unpriced consequences |
| Authority and external duties | Unconflicted delegated approver checks policy, grant/contract duties and limit before any commitment; no external waiver inferred |
| Conflict | Relative at urgent supplier disclosed; requester removed from evaluation under the fictional recorded decision |
| Outcome | Proposed urgent whole-order exception declined; borrowing arrangement and normal process may proceed only under their own required approvals |
| Residual risk and controls | Lender availability/return risk: named custody owner and dated return check. Normal delivery risk: stock confirmation and follow-up before day 9. |
| Follow-up | Buyer retains decision and cost evidence; independent reviewer checks receipt/invoice, unresolved issues and actual return |
A declined exception still belongs in the record. It shows why the team chose another route and prevents a later retelling that emergency purchase was approved. If conditions change, make a new authorized decision with the new facts rather than reuse this example's conclusion.
Sources and Scope
Charity Commission CC8, sections 2.1, 2.7 and 3.3, discusses suitable controls, separation and conflicts in England and Wales. UNICEF's sustainable procurement procedure, effective August 21, 2023, paragraphs 11 and 13, recognizes context-dependent tradeoffs. Neither source authorizes this NGO's exception. The complete decision, amounts and role arrangements above are fictional teaching material.
