Choose an Action That Addresses the Finding
A diligence finding should change a decision, control or support plan where it matters. Asking for more paperwork can leave the real exposure unchanged. Explain what the evidence establishes, the consequence, the feasible response and who may accept the remaining risk.
This original fictional case continues the alternative-evidence exchange. It does not approve a real award or prescribe universal grant conditions.
From Evidence to Four Different Decisions
| Finding | Potential Response | What Would Make the Response Inadequate |
|---|---|---|
| No public annual report, but relevant current permitted evidence can be reviewed | Seek targeted evidence or accept a permitted alternative for the actual question | Treating lack of a public report as misconduct, or accepting an unverified narrative automatically |
| Backup payment review is undefined during the usual reviewer's absence | Support a feasible authorized backup and verify operation before the identified exposure | Collecting a new signed policy while nobody can perform the check |
| A specialist safety question is unresolved and the activity could cause serious harm | Defer affected approval and obtain appropriate qualified assessment; consider redesign or decline under authority | Using a general capacity score to offset an unmet essential safeguard |
| Verified facts show the proposed activity is outside the published purpose | Decline or use another legitimate authorized route, explaining the actual fit issue | Inventing a minor condition that disguises a fundamental scope mismatch |
These responses are possibilities, not a mandatory ladder from low to high risk. Actual governing duties and decision authority constrain what can be accepted or changed.
Write a Condition That Can Be Tested
For the fictional absence gap, weak wording is Improve finance controls soon. A stronger proposed condition identifies the exact issue: Before any payment would rely on the absent reviewer's role, the partner will identify an authorized independent backup and demonstrate the specified order/receipt/payment check using permitted evidence. The responsible reviewer records the scope, result and unresolved issues; the authorized grant role decides whether the condition is met.
Add a real owner and feasible timing. Confirm that the backup has authority, time and information. If satisfying the condition requires resources, decide who supplies them rather than transfer an unfunded burden. The example is an operational design, not contract-ready legal language.
Keep Recommendation, Acceptance and Exposure Separate
The reviewer may recommend conditional support; the grant decision owner accepts or rejects that recommendation under actual authority. Staff then verify whether conditions are met before the relevant action. Recording condition agreed does not establish condition completed. Nor does a checked rehearsal prove the process will always operate; state its tested conditions and follow-up trigger.
Suppose no genuinely independent backup is available. Escalate with the evidence and alternatives: a different permitted control, support from a qualified independent role, a narrower activity, deferral or decline. Do not mark the finding closed because the calendar reached the planned award date.
Explain a Decline Without Overstating the Evidence
Say which requirement or material risk remains unresolved and how that affects the current proposal. Avoid claiming the organization is generally unsafe when the evidence supports only a narrower conclusion. Follow actual confidentiality, fairness, explanation and complaint processes. Preserve the partner's response and any factual correction.
Recheck when the activity, transfer, staffing, control or credible new evidence changes. Do not invent a fixed renewal period for every partner. Use evidence-state distinctions and method comparison to keep the basis of the decision visible.
